I don't think anyone (who was being reasonable) thought it was going to release in 2012 ...
As much as I think it would be great to announce a platform within weeks/months of it being released, it hasn't been done because (with how many partners these companies have) you couldn't keep the device a secret long enough to accomplish this.
While the rumours appear to indicate Microsoft is preparing to release a new system, the earliest we should expect it is mid-2013; and probably not until the end of 2013.
