But didnt the PS1 and PS2 get released first? Also you have to remember, spending the most $$$$ to have the most powerful system doesnt warrant automatic sales even if the system may be better than its competitors.

Dreamcast was released before the ps2, as for the ps1... I dont remember.  And Im too lazy too look it up.

Sega rushed the launch of the Saturn to beat the PS1 to market. It failed miserably outside of Japan and the Dreamcast launched before the PS2.
