Bad companies tend to make bad games.
Bad games tend to be fun for less time, and thus sold 2nd hand earlier, and more.
Thus it is only bad companies that are trying to stop 2nd hand sales.

Goods, such as games, have a higher value to people if they can be resold at the end of lifetime. If there are two identical games, one which can be sold eventually for $15, and one which cannot, in order for sales of these games to be equal, the 1st hand price must be dropped by 15 (ignoring NPV for simplicity).
If a game company is forced to reduce their average game price by the average 2nd hand resale price, or to have decreased saeles, this will weaken them as a company.

So the ban on 2nd hand sales has the effect of weakening bad game companies, and thus diverting resources somewhere more useful.
