Without the 2nd hand market, the games market as a whole will shrink and piracy will probably go up. People are less likely to buy a console when the only option is to buy 60 dollar games with no resale value, and not even have the option to borrow games from friends.
Instead of using a punishment system with project 10 dollar, why not introduce a loyalty system. When you buy a new game of the same publisher and still have your registered original game disc, they could imburse you money for digital purchases, or give you upcoming dlc for free.
Steam already does it for digital purchases. They would need to add a unique id to each game disc if that's possible.
The way it is now first time purchases are regarded as beta testers, and 2nd hand purchases are regarded as scum by the industry. Maybe they want us all to wait for the fixed up discounted goty edition?
