Games are a luxury item, so unless console manufacturers, developers, publishers, etc. feel that their game does not warrant a new purchase by the consumer, then they will probably do something to influence a new sale for the game (make console not play used games, include a beta key or a free download of a game, include a special controller, online passes) by the consumer over a used sale.
Other than that, I don't really see a problem. People sometimes want to pay less for games.
