See, people say they'd vote out every member of congress, but they won't. There will be relatively low turnover this time as there has been before. Hell, i'd be willing to bet there is less turnover this year than in 2010, and that House and Senate control remains unchanged (though Democrats will narrow the gap in the House and widen it a little in the Senate)
