Essentially, yes. Just about every full retail price PC game you buy is just an installation disc packaged in a DVD case that may or may not come with any documentation.
Some still use CD keys, which just means the DVD has to be in the DVD tray as a physical check, without actually using the disc to access game resources. Some don't and include a one time use license registration code or just require being logged on or both. DD seems to be the distribution method of choice which explains why PC games have little to no presence in retail outlets.
After dealing with PC games that have limited installations, DD is just easier than dealing with retail copies. Having to take a game off the shelf and put the disc in the tray even though it's fully installed on HDD seems pointless.
