I doubt it is true. If they did decide to go that route it would be the dumbest decision they could ever make.
Implementing such a system would kill game sales. Knowing that your game has no value after purchase, most gamers would limit themselves to one game a year (example COD) instead of taking chances with new IP's,
It would also lead to massive pirating on the console since people won't want to deal with that sort of bs
