They did/do.
MS has already made early dev kits... this article is referring to finalized versions. I guarantee you MS, its 1st/2nd party partners, and a very few select 3rd parties already have PC based dev kits. That's just how the industry works.
You can see this in last year's pre-E3 and E3 talk regarding WiiU and how many had their pre-dev kits.
This is why I still hold possibility in my bet with Jay520 as well as full knowledge we'll see a neXtBox at E3.
