The entire thing is rogue. There is no Anonymous as a fully functioning group. There is just a persona anyone can get behind and do things. There is a loose affiliation of people behind a certain banner, with similar values. But the game of Anonymous consists of someone getting upset, throwing up a video, and then seeing if anyone acts. To totally prevent this from happening would end up meaning the end of any semblance of privacy doing anything over the Internet by average people.
