Well the cost is for the raw parts... not for the complete production process of a Vita... So you have to add: esembly (probably the cheapest), Marketing, retailers profit margins, taxes, etc..
But probably Sony could support a price cut on the system... but not so much as 3DS... so probably it will not be this year...
