It's not available for purchase via Steam so no.
I'm not exactly sure what the 16 million accounts are made up of. However, I do know that you can play an old alpha version of Minecraft for free on the site and I think you have to sign up for it though I doubt it's just that. *edit* Actually it looks like you can play the singleplayer alpha version for free. Don't know about the multiplayer one.
I think the game is tied to your account so I would think sales would be a lot higher if many of those accounts are just duplicates.
