Sony could be adding those 40k units to either the US or the UK where there is potential chance of sell outs at some retailers.
We can't really speculate accurately about why this move was made.
Wanting units for bigger markets? Exchange Rates? I'm not sure and no one here knows for sure. Unless someone here is a Sony exec who knows the numbers.
