Why not: make smash-proof windows that don't open; and prevent access to the roof. Except for the executives, who would be duty bound to commit suicide if they ever epicly failed to meet their KPIs.

Because putting nets round a building is cheaper by a long way of course and is more a deterent than anything else. For all we know, it might just be a show to say they are taking the problem serious to the relevent concerned parties, international mediahr interests.
