maybe b/c the 360 had MW3 bundle/game release, along with skyrim and BF3 in Nov. these heavy release could resemble almost the same effect of Dec sales alone
the ps3s total number is much lower than the 360s to begin with, the 800k rise can be attributed to the full heavy shopping month of Dec. Even though there was not many PS3 199 deals this december(i remember those last yr they were pretty hard to get when a store would offer em) there were plenty of PS3s with a160GB HDD for $50 less than it was available this whole year
