In the end I don't think it's actually true, but I wouldn't completely rule it out. The story sounds less bizarre than some of the (planned or failed) attacks/assassination attempts against on Fidel Castro by the USA that have been confirmed:

Poison pills, poison pens, poison cigars, deadly bacterial powder, etc. The even considered spraying Castros broadcasting studio or with a LSD-type drug (or putting similar drugs on a cigar he would smoke before giving a speech) so when giving a speech to the public he would seem strange/crazy.
The even considered poisoning his shoes with a strong depilatory so his hair/beard would fall off. If such actions are being considered, using a cancer-causing substance doesn't seem too far fetched either.
IF the USA( or any other country) really had found such a cancer-causing substance, using this substance in assassination attempts sounds like a very very plausible idea. If a person dies of a widespread illness like cancer, an assassination attempt is probably the last thing people would think of.

The USA knows that it's hard to get rid of Chavez and other south american left-wing politicians by "information campaigns" alone, because many of them are indeed very popular in their country. The plan to overthrow Chavez in 2002 for example failed miserably because they didn't expect the reaction of the common people.
