This. More like Halo 2 (especially in terms of the campaign) and Halo 3 (especially in terms of the multiplayer with the best bits of Halo Reach sprinkled in like credits and lots of different armors to choose from.
And they also need to have a bunch of new cool weapons, enemies, vehicles and maybe a few gadgets in Halo 4. Some very light RPG elements in the game would be great like being able to change your armor and some aspects of your weapons (silencer different scopes) during the campaign which would let you do different things much like Crysis or Mass Effect. And it looks like the setting of Halo 4 would make it very possible to do some awesome new things like that.
I especially hope they combine the best of Halo 3/Halo Reach multiplayer and add in some cool new things on top of that. Also I hope they really push on the graphics front and make the best looking 360 game.

Unfortunately, Halo will never be the best looking 360 game. One of the key aspects of Halo is split screen multiplayer - they won't eliminate that. Unfortunately, if you want a game to be able to look as good as it can possibly look, you have to sacrifice the split screen - it just takes too make resources. They may be able to squeeze out slightly better graphics can reach, but to make a split screener the best looking is impossible.

Yeah I know, the graphics whore inside of me crys at the thought of not having ridiculous graphics but I still prefer having split screen and whatnot to having the best graphics on the 360. As long as it's better than Reach I'll be happy.

still halo CE and Halo 2 were most of the time stated as the best looking games on the original xbox... and gears of war 3 looks terrible because having splitscreen?

Halo CE was one of the best lookign Xbox games at launch. It was far surpassed. Halo 2 as well. Look at Ninja Gaiden, then look at Halo 2.
And where did anyone say terrible? "Not the best". That means not #1, not the greatest of them all. That doesn't mean bad. Actually it can be great. Phenomenal! Stupendous! But not the very best. Like I said, they could make it look even better than Reach, but it's not going to claim the graphics title.
