Unfortunately, a survey sent out to the readers of a magazine doesn't qualify for credible facts.  Surveys and polls are known for being incredibly inaccurate due to the fact that people lie.  I would even hedge a guess that GameInformer published the results of their survey hoping Microsoft would come back and refute those findings.  

The closest credible understanding of the failure rate came from a repair facility (I think in Germany), which suggested the failure rate was about 33%.  After the Jasper-based Xbox 360 came out (that's the one before the Xbox 360 S), that dropped to something below 15%.  At the time, that was the last public information they provided about repair rates on the Xbox 360.

Those are still subjective numbers as they relate to one repair service in one part of the world.  Yet, they are actual, factual, numbers.
