This is pretty much the same thing that the PSP had, Sony was selling it via a third party for 29.99 in the early years of the PSP's life. It required a certain firmware to use.
However you can still transfer files normally via USB connection like you would do with a PC -> USB Thumbdrive.
I'm pretty sure its the same (unless if its needed for digital downloaded PSN games).

I would guess its mandatory for this purpose only. But this isnt a big deal. If you purchase your games digitally, this means that you have and will keep internet. If not, you can just purchase them at retail. And anyway, if you ever cancel your internet for any reasons, you could still manage your account at a friends house.

Yeah but I mean that the content manager is probably mandatory only for downloadable games, not for transfering files. Forced firmware has never been a problem, unless it removes features.
