I'd imagine thats the opposite personally - when you consider games like Wipeout HD and R&C:Quest for Booty got EU retail releases but not in the USA.
I think Japanese type games just have less of an audience in EU, so it makes sense skipping the expense and hassle of giving the game a full EU release. I'll defo pick it up at some point provided it gets a good reception.
