To conserve power. When a game wants to push PS Vita's HW performance, it asks to make choices of functions. As PS Vita has many functions, a game can choose diff combination or level of usage within power consumption budget.
On why Ultimate Marvel vs. Capcom 3 does not support the screenshot function:
To avoid spoilers, a game can block the function at any point of the game.
Shuhei Yoshida also confirmed that the Playstation Store is not IP-locked, meaning you can access the Japanese store in North America and vice-versa. He also mentioned that you won’t be able to view your trophies for Vita games on the Playstation 3 system."
