I called Kabuto being the final antagonist, it presets to Orochimaru being the first "true" (Sorry Zabuza) villian of the series. I think he really just wants Sasuke he wants to exact revenge to Sasuke as the final stepping stone to show that he has overcome Orochimaru. That's why he thanked Naruto as he resolve to become to Hokage persuaded he to move forward, albiet to negative effect.
