Sales ultimately determine popularity. I mean if someone wanted to know the most popular album of 2011, you would assume they mean sales.

I believe Pezus is referring to popularity as in popularity from the community that actually cares about GoTY awards (which usually involves fairly informed gamers) not the popularity of everyone who plays games, most of which don't even know these type of awards even exist.
