Yes they are, it's all in the article:

That's not necessarily telling the industry to follow them, in absolute. It's saying things need to tighten up, that if you're going to attempt to do storytelling, don't half-ass it. In such case, I agree, mainly because it's not saying things need to be more contextual or "Uncharted-like".

I took their words as inspirational, rather than directional, but still wouldn't want an industry full of Naughty Dog-style clones either.

If that's how you see it then I agree completely. Not all games need to have amazing storytelling (or a story at all) but if that's one of your selling points you gotta put the effort like ND does.
