I don't know how bad Skyrim's bugs are but I will say this: Games should be judged based on the entire experience it offers in a wholistic view. Not as a combination of individual aspects.
Lets take Shadow of the Collossus for example. The game had it's fair share of technical issues, but that does not detract from it being one of my most beloved games of all times. When I give the game a 10/10, that doesn't mean it does every individual aspect better than every other game. No, a 10/10 means that, as a complete and whole package, the game offers an overall experience unmatched by any other game.
That's how I think people feel about Skyrim. Sure the game has faults, but the game's pros must be great enough to still give the player an experience that trumps nearly every other game.
Of course, if the game has game-breaking bugs, then none of what I said applies here.
