 No one knows, they changed the PS3 sharing policy so that all PSN games now are assigned to two PS3 consoles, but you can control which two. If the Vita has the same thing I'd guess you could share them either between two PSN accounts (i.e. rotating memory cards on one Vita) or two Vita consoles entirely and you're free to transfer whatever you want between cards if it's the same console.

 I'm not entirely sure if the whole not using multiple region accounts is a valid argument either. As far as i know atm you can use your PS3 to go on whatever region PS store you want, and download whatever PSP stuff from there you want and transfer it? Why would this be different for Vita?
