"Rapid decline" is overstating it quite hugely. I'm not quite sure how updated this site is: http://www.mmodata.net/ , but it still shows a quite interesting picture. Wow peaked at slightly over 12 million early in the previous expansion (The Lick King one), then peaked at a similar number at the launch of cataclysm. Then somewhere around 10% of the playerbase has left over the course of a bit over a year.
Every previous expansion has given a bump to the amount of subscriptions, and the same should happen now, although the size of it isn't clear. Still, you're looking at the start of Cataclysm having 12 million subscribers and the start of the Pandaria one having between 11 and 12 million. That's an expansion to expansion drop of well under 10%, if there even is one at all.
