They probably can, but this time around they really have no reason to. :) The Xbox brand is doing well, they're forking in money, unlike last time, Microsoft can wait for the moment they deem best.
Plus, It's unlikely they'll rush it again like last time, we all know how much that cost them in popularity & money.

1.RROD won't happen again. MS have enough resources to release the nextbox as quick as the 360 and improve where the 360 failed. All in all, they made such a wonderful move by being so aggressive with the 360 and they are the only one of the big three in the position to do it again.
2. A $99 360 will PWN even if a newer gen is available.

No, they don't need to. But being ahead in business means being ready before you need to be. Being aggressive got them toe to toe with the mighty PS brand. Now that they're not so far behind, the might want to use it to their advantage again.
It's actually pretty amazing that the 360 keeps up so well technically even today. PS3 just never quite turned out clearly superior . Just that fact alone makes me think that; even if MS releases a console before the other companies, then it won't be outdated before the others - I might as well jump in.
