Interesting details but, I don't think this forces a 2013 launch.
1) devs are rumored to of already had PCs with estimated final specs to begin coding, thus not having these final CPUs isn't a real hindrance to creating a launch game.
2) The software is likely to be based on Win8. why? because MS is moving as much as possible to have a full integration from its PCs, tablets, phones, and of course its media center/iTV/GoogleTV/game console. This is also seen in how Kinect is gaining more and more voice control over media and TV stuff outside of Xbox normal utilities. This means, devs already have a stable frame work to begin with in win8 (as its really far along) as well as all the other existing tools.
All this does is verify that MS has essentially completed the insides and full production can start Q1/Q2 leaving a good 6+ months to build a solid 3-5million units that would be more than capable of having a successful launch in late November/December 2012.
