This is varied
In there you can see detail is meant to be in place. The sky is different in each shot, the characters themseles develop by having new weapons/accessories. There is a great variety in times of day, from sunset to twilight, to morning to night (not just ohh Night rain and morning). The background of the locations give the sense of real breathing world. In the XIII-2 video we have our usual beach, forest, city location. Yawn.

Why did you expect Final Fantasy XIII-2 enviroment to be similiar to something like Xenoblade? Most of the game resources is scrap from the previous game. If you want a Final Fantasy game a wider range of variety I would probably wait for Final Fantasy Versus XIII instead of a game that had most likely been in development for less than 2 years.
