If the copyright of the programming for the games belongs to Sony in any way, that's why. But if the scenario, characters, and content belong to Square, then they're free to build it from scratch in whatever engine they want and then publish it anywhere, just like Konami put Metal Gear Solid on the Gamecube.
If the programming belongs to Square-Enix too, then it's because Square are too lazy to scrounge up a functioning PS1 emulator for the 360.

It's only on PSN because Sony made a rather comprehensive PS1 emulator so that publishers don't really have to port anything. This emulator is also why all PS3s can play PS1 games. |
Off Topic: I fail to see how such a skinny teen (although incredibly cut) is able to support such an enormous object on his shoulders whilst mantaining such a relaxed pose. Completely unrealistic, I can't see how he has such strong core stability muscles.
