The story is ludicrous, but the constitution has little restraint on the Executive or the Congress, anymore. Hell, the Supreme Court is in danger of becoming highly politicized, too.
The assassination of a leading political figure would still be too much, but when you look at the unconstitionality of the Patriot Act, Iraq, Afghanistan, Libya, assassination of Al-Awlaki, NDAA12, etc, things are certainly heading in that direction.
