Bush tried to pass laws to regulate subprime morgates. But banks and politicians (example.Barney Frank (D)) where making to much money. So it was stalled in the liberal congress. So you can blame "Bush's party", but even if the republican party was able to all align to vote on passing the legislation it wouldn't have gone through.
Ron Paul is the only hope the US has.
