I would suggest waiting for hardware revisions of both. Reasoning:

3DS with second analog is inevitable, and while it does finally have a handful of great games, waiting can only give you even more selection and at a lower price.

Vita pricing is insane. $250 for just the system plus $30 for a 4GB memory card (which you're REQUIRED to have to play Uncharted and many other major games). There's no onboard storage for the device, so buying games digitally is a bust, unless you want to pay another $120 for a 32GB card, and even that will fill up fast. Also a large portion of the launch titles are ports. A revision will hopefully cost less, have onboard storage, more than 3 hours of battery life, and be lighter and thinner.
