What? Leo-J has been banned 20+ times. What is the purpose of banning? It's obviously not changing his behavior. He'll come back and be banned another 20+ times in the next few months and that's just the norm? Or maybe you're of the opinion that he's a reaaaaaaaaaally slow learner.  Yes, that is the norm. I'd break down in tears if Leo-J was perma-banned.
