What you read must have been wrong or you didnt read it in the right context. Any links to what you were reading? Because based on my personal experiences and from other pc players (real life friends, generally on the forums, reviews and people here on vgchartz) it is farely bug/glitch free.
The main issues with the pc version is mouse lag and vsync enabled with no option to disable it. I find the mouse issue can be easily relieved with changing the sensitivity, the vsync issue can be solved by tweaking the .ini file. Most severe pc issues only occur after the .ini file is tweaked or changed. Like disabling vsync could cause the entire day/nigh time cycle to be completely out of sync which could be game breaking. Some other .ini tweaks has also been known to break physics. Both issues are more down to personal preference than actual bugs or glitches though, and then its up to the player if he feels its worth tweaking the .ini file. Currently i have my .ini file untweaked and i have zero issues. Yeah maybe im the lucky one but i doubt it.
If you were talking about actual in game bugs and glitches like a flying horse or random shit like that, then apart from the odd glitch here and there, i hardly noticed anything like that. For an open world game i find it to be actualy positively bug free.
I suspect (i could be wrong here) that you were reading about severe pc issues that have occured after the .ini file has been tweaked, in which case its not really the developers fault. Not to forget you will always find people on forums talking about pc issues, this is obvious as every pc setup is different, and most of the time issues are because of different personal setups.
