2. Not legal in  the slightest

3. Fullest extent of the law = do nothing.  I guess this one IS being implemented as we speak!

4. Also probably not legal, not to mention insanely expensive and difficult to implement/mantain.  And then there's the fact that Skyrim is off-line single-player.

 

I actually get the feeling this whole thing is a JOKE.  It's really pretty funny.  Anyone who knows anything about the US Constitution/laws knows that what he's suggesting is SO far out of the realm of what our government is allowed to do (sounds like something China might do...and be given angry looks by the western world).
