Yah sort of true it is considered civilized. But let me ask is it bright?
Don't fire unless fired upon, this gets soldiers and police killed all the time. It also sees countries invaded and people slaughtered. Fact is pre-emptive strike is necessary when you know an enemy is going to attack. Look at Iran right now, we all know they want nukes, they stated they would wipe Israel off the map. To we wait for them to build a nuke and use it on Israel before doing anything?
Why was Hitler's armies capable of crushing all those countries? Blitzkrieg and lightning strikes. He didn't warn his opponents he just one day bombed the shit out of them, stormed across the border and took them by surprise. Fact is as mighty as the United States and Nato are, they can't win a war fighting like this.
People say that all the gangsters fled and so do the Taliban. They flee and the troops move in without a bullet being fired. But those fleeing Taliban turn around and counter strike. They fire rockets they plant IED's and they attack relentlessly until America pulls out. What initially was a fight free invasions of a city ends in dozens to hundreds of body bags coming home and the troops withdrawing in defeat.
Fact is the fleeing Taliban if they actually do flee. They aren't saying "F this crap I'm going home" They are saying "Run to fight another day" then they come back regrouped and stronger then ever to take on the American troops. In Brazil those gangsters aren't gone, they won't stay away long. They will come back probably stronger then ever and pick up right where they left off.
Hate to say it but killing and arresting the terrorists, insurgents, gangsters and enemies of all kinds. Is a lot smarter then warning them so they can either defend their positions against your forces inflicting casualties. Or run away and counter strike inflicting more casualties.
