Your CPU's probably fine.
Open up your case, reset your battery (it says in your motherboard manual how to do that). Then reboot. Still doesn't start? Try switching the power supply unit (if you have any lying around). If it works now, you have toasted your PSU (which would be crazy, as the Corsair 650w should be very reliable, but it's even more unlikely that you fried your CPU).
If you really fried your CPU, it's your own fault though. Overclocking is not done the way you did it. Small steps man, small steps.
