Like yo_John says, it's next to impossible to not have bugs/glitches on such massive games, and even smaller games.
The real problem when the games has frequent glitches/freezes or has a LOT of them, and I think that's the point of Wagram. Nowadays developers launch games with serious bugs and then they have to release a patch to fix the bugs.
And that's what is really wrong here, an user cannot expect to a game to be bug-free because that's impossible believe me (And I'm a programmer) but a developer cannot launch a game with really dangerous bugs, they need to test all and search for critical issues.
But back on topic, this doesn't seem to be so massive so I don't think is too dangerous, but still Bethesda should had test it a lot more (specially considering the size of the game) but like some says the good overshadows the bad
