Well, I'll quote: "With 13-2 we've been trying to make the most of the movie scenes with real-time rendering so that the gap between the two is a lot smaller."
Like I said, it says nothing about CGI cutscenes, you seem to have misunderstood.
There are three "types" of cutscenes. You have real-time cutscenes, pre-rendered cutscenes that use assets from the game (or slightly more detailed ones) and lastly you have CGI cutscenes.
There are 6 hours worth of video files in Final Fantasy XIII, CGI only makes up an hour of it.
They are talking about making pre-rendered scenes that use up disc space like this...

Nope, they're talking about cinematic scenes in general not being made in CGI. They never differenciate the 3 types of cut-scenes like you do. When they mention their new general approach, they specifically state the reason why the game will fit on a single disc on the 360 by explaining how real-time rendering (as in, not a video file, but directly streamed like all the rest of the game's graphics) will be replacing the CGI of yore.

So, after playing all these great games, why does CGI or FMV matter?
They started to rely way to much on them for my liking anyway. Sure, they're impressive, but if they can achieve a similar level of epicness by using clever real-time graphics tricks, then I'll be just as impressed!
Back then, they were using that kind of tricks with sprites, on the SNES, particularly with FF VI. And it is still my favorite in the series despite it's lack of any uber grandiose CGI cut-scenes.
