Unfortunately it seems like your parents are the problem in this. From reading it I thought your brother was in his late 20's. i was shocked to find out he is only 15. Your parents need to install strict discipline fast. Get rid of the problem first which in this case are the wii, xbox and pc.
He will go crazy when they do this but after a time he will get over it. At such a young age this is a problem so it would be a good thing to nip this in the bud as soon as your parents can.
