If you actually think about it, releasing the same game over and over again with minor gameplay teaks and graphical improvements is nothing new, all games do it because thats what sequels are: an updated version of the original game. The only reason Call of Duty gets all the stick over Halo, Gears of War, Killzone, Uncharted, Gran Turismo and Forza is that it is released every year.
But then there are other franchises like Fifa and Assassin's Creed that also release yearly instalments, but manage to dodge the bullet. This is going to be the third straight year I buy Assassin's Creed, but I love the series so I'd rather they release the same game as opposed to ruining a gameplay formula that works.

Really, if millions of people are going to line up every year in to buy the game in this economic climate, Activision (as well as EA and Ubisoft) would be committing commercial suicide by not complying.

I dont think its fair to compare those games to COD, there have been 3 GOWs this gen. Only 2 KZ games this gen, 3 Uncharted, 1 GT and 2 Forzas?? You cannot compare that to the SEVEN COD games that have released this year. ACs, that title only just went yearly. AC2 was a major improvement over 1, Brotherhood added multiplayer and im not sure what Revelations will do. Fifa is a sports games so i think those are exempt, not that i buy them myself
