The article doesn't mention enough details but I really doubt there was any sexual act. The extremely homophobic mother porbably just perceived it as such and punished the poor kids accordingly.

I once knew some dad who burnt his son's butt because he had fecal incontinence at 5. I wonder what would've happened if the kid had urinary incontinence instead.
