Id say significantly better if you have the gear to max out the resolution and settings. Console versions chug a little at times and for me its pretty obvious its sub HD resolution...but I do play on a 80 inch projector. On a smaller TV resolution loss won't be that noticable.
Not to say that console versions look bad. Once sonic gets moving at high speed you'll be dazzled no matter which version you play. To me a game like this and Super Mario Gallaxy are much more visually appealing than stuff like Gears of War, Battlefield and CoD. Color and art direction blending seamlessly with gameplay goes a long way...
