(Bolded bit) Yes, someone does, the Chinese. In return the Africans gets roads and schools etc., maybe some money.
India are doing well but are no way near China at present or for the near future in terms of economy.
China are buying up resources in Asia, S.America, Australia and as mentioned Africa... pretty much all over the world.
It is how China deal with Africa that will determine that continents future more than any aid from the U.K.
