From the wording of the post on the blog, it looks like you can have it on 2 PS3s AND 2 PSP systems. It doesn't specify Vita at all, so it might be another 2 there. The thing with it before was you could have it on up to 5 PS3s, which is what people were abusing with games and DLC.
I know I only downloaded a few of my games onto my cousin's PS3, so I didn't have to lug around my own PS3. That's only two systems there and all of my content is old, so I still have three more to go. Also, my own PS3 got YLOD and is dead, so once they get the deactivation system running for PC, I'll probably deactivate my PS3.
