I believe they said that is when they will either assess, or will have finished the assessing of the situation to see if they need to increase production.
Of course it is possible they saw the need to increase earlier, and will have done so by March, but I'm not so sure.

 

By the end of 2008 40 million is a given (should be at about 32m plus by September 30th)

44-45 million is probable, I think I am going to have a nice slightly optimistic prediction of 46 million.... 50 million is the maximum.
