That's the number sold to retailers (also known as "shipped" numbers). VGChartz tracks the number sold to consumers (also known as "sold" numbers).

So far, it looks like VGC numbers are pretty stinking accurate.

I'm pretty sure they were using sold to consumers. They were quoting NPD, Media Create and a european tracking firm for their numbers.

Mmh VGC data is fine compared to NPD and MC, so the only territory where 3DS could have possibly sold better is EMEAA. But still, I don't think there the 3DS is selling THAT well compared to US. If adjustements happen (again), we'll have the answer.
