Which points to another problem. In the first world countries, we are taught to not interfere and call for authority.

If you jump in to help and got hurt, the blame will suddenly be on you and everyone will point out saying it's your stupidity that you engaged.

True, but I'm sure a lot of the reason why they didn't interfere is because that guy was massive and they were in shock  at the sight of it. I mean, I SAY that I'd do something, and I'm pretty confident that I would, but when you're in the moment it's probably not that easy.
